Randy Elliott
Strategic Advisor, Government Contracting & Strategic Business Development
Randy Elliott is a Utah entrepreneur and business development executive with experience in government relations, strategic partnerships, and public-sector business development. Raised in Farmington in a family that has farmed in Davis County for generations, he began his career in public service as an intern in Washington, D.C., with U.S. Senator Mike Crapo.
Randy was elected Davis County Commissioner on his 35th birthday in 2016 and served two terms (2017 to 2025), including as commission chair. He helped guide one of Utah’s fastest-growing counties through significant growth and investment, with projects including a new Emergency Operations Center, the remodel of the historic county courthouse, new and renovated county libraries, and a partnership with Utah State University to build the Davis County Agricultural Heritage Center.
Davis County is home to Hill Air Force Base, Utah’s largest single-site employer, with nearly 27,000 personnel and $12.7 billion in annual economic impact. Hill sustains the Air Force’s F-35, F-16, and Minuteman III fleets and anchors the Sentinel ICBM program, making it the center of Utah’s defense economy.
Randy leverages his public-sector experience and extensive relationship-building skills to help organizations identify government contracting opportunities, develop strategic partnerships, and align business capabilities with government needs.
A Utah State University graduate with a bachelor’s degree in political science, Randy chairs the Advancement Board of USU’s S.J. & Jessie E. Quinney College of Agriculture and Natural Resources. He received USU Extension’s Friend of Extension Award in 2020 and was named a 2026 Utah State University Alumnus of the Year.
